Raymond Mondragon
Governmental Specialist
Raymond currently serves as EPCOG's Governmental Specialist and focuses on intergovernmental relations, public relations, public policy, civic engagement, legislative, and economic development.
Raymond started his career as a Communication Specialist with the Clovis Police Department. He soon became a Patrolman, Detective, Commander of the Special Operations Unit and Field Services to Deputy Chief, then Chief of Police. Raymond served as Interim City Manager of the City of Clovis and was later assigned as City Manager in 2001. After retiring from the City of Clovis, Raymond became the Director of Economic Development with ENMR Plateau, a federal contractor with Key-Point Government Solutions, and the Economic & Government Relations Planner with the Eastern Plains Council of Governments before entering his new position as Governmental Specialist.
Current organizations Raymond is associated with and has been involved with include the FBI National Academy Associates NM Chapter (former president), member of the Clovis Economic Incentive Board (Vice-Chair), NM Police Chiefs Association (former Vice-Chair), City Managers Association (former Vice-Chair), Law Enforcement Executive Development Association, NAACP of Clovis, Fraternal Order of Eagles, 2011 President of the Clovis/Curry County Chamber of Commerce, the American Legion Post 25, the Employer Support of the Guard and Reserve ( ESGR, serves as Employer Outreach Director), Advisory Board member of the Clovis Salvation Army, former Board of Directors of United Way of Eastern NM (former Chairman), former Chairman of the Clovis Community College Board of Trustees, former Chairman of the Clovis Community College Foundation Board of Directors, 2021 president of the Clovis Umpires Association, and 2021 President of the NM Industrial Development Executives Association (NMIDEA). Raymond has been awarded many honors and recognitions, including the United Way Presidential Award, the Dallan Sanders Economic Development Award (twice in 2008 and 2016), the Above and Beyond Award from ESGR, the Clovis/Curry County Chamber of Commerce Heart Award, Honorary Commander with Cannon Air Force Base, and the President's Award on Volunteer and Service under former presidents George W. Bush and Barack Obama. Raymond has been a speaker at multiple forums and professional organizations. Raymond Mondragon served by appointment in Governor Bill Richardson’s administration board committee as Chairman of Board for the New Mexico Economic Partnership in 2007 and on the Economic Development Commission representing district four in 2006, and both appointments received a unanimous confirmation by the full senate. In 2009 Raymond was appointed by Governor Richardson to serve on a task force on balancing & budgeting in 2009.

A Clovis High School alumnus, Raymond is a graduate of the FBI National Academy in Quantico (University of Virginia), the NM Law Enforcement Academy, and the NM Leadership program. He has attended Eastern New Mexico University, Clovis Community College, Command College, and Arizona State University.

A family and community man, Raymond can be found volunteering in his community and enjoying time with his grandchildren & family.
