The Eastern Plains Council of Governments (EPCOG) is soliciting sealed competitive proposals from qualified professional consulting firms to provide comprehensive planning, technical analysis, stakeholder engagement, and related professional services necessary to develop a Regional Safety Action Plan pursuant to the United States Department of Transportation’s Safe Streets and Roads for All (SS4A) program

The Eastern Plains Council of Governments (EPCOG) is requesting sealed proposals from qualified behavioral health organizations to provide comprehensive regional behavioral health crisis response, stabilization, recovery support, housing coordination, and supportive services for residents of Quay, Harding, and De Baca Counties, New Mexico.
EPCOG intends to award one contract to a qualified provider capable of delivering an integrated continuum of behavioral health crisis and stabilization services across the designated service region.

The Eastern Plains Council of Governments (EPCOG) hereby solicits sealed proposals from qualified behavioral health organizations to serve as the Regional Behavioral Health Provider for designated service delivery within the EPCOG region, with required service capacity in Quay County, Harding County, and De Baca County, New Mexico.
This procurement is funded through New Mexico Senate Bill 3 (2025) and is intended to strengthen regional behavioral health access, crisis response capacity, substance use disorder treatment, youth stabilization, and community reentry coordination.
